Recommended Free Software

Network View
GREAT tool for scanning your network, this is not a security scanner, it will scan ports, but is more useful for doing a site survey to see what devices you have attached to your network. This software will monitor your network devices and notify you if they go down, but not near as comprehensive as ServersAlive (but the free version monitors more devices). The best part is that it can fit on a floppy disk (but who uses floppy's any more?)

My favorite network monitor tool, the free version is limited to the number of devices it can monitor. I liked it so much I own the full version and recommend it highly (I even have a testimonial on their site)
NetStumbler
This is the defacto standard software for wireless network scanning. Get yourself a laptop and a wireless network card and start wardriving. My neighborhood has 137 wireless networks and only 20% are secured.
VNC
VNC (Virtual Network Computing) software makes it possible to view and fully-interact with one computer from any other computer or mobile device anywhere on the Internet (like PCANYWHERE but it's free). VNC software is cross-platform, allowing remote control between different types of computer. I recommend   UltrVNC, TightVNC, or RealVNC (I prefer UltrVNC) (Registry values for Ultr@VNC Server)

Tom Liston of LaBreaTechnologies and the Internet Storm Center wrote a little systray application which you can use to monitor the Internet Storm Center.  It sits in your system tray, and gives you a quick link to the site as well as an alert when ever there is an Internet Security Alert. A "Must Have" on EVERY computer in my opinion.

A Great program if you access multiple UseNet groups, and you don't use a UseNet program that does not support multiple UseNet servers
FreeAgent
My personal favorite UseNet reader is Agent (the non-free version), but if you are looking for a free UseNet reader, you can't beat FreeAgent
